The Asia Foundation Korea Office, together with the Foundation's newly established Center for U.S.-Korea Policy, will hold a public forum on "Prospects for Deepening the U.S.-ROK Alliance" at the Seoul Plaza Hotel on February 17, 2009. The forum, moderated by Kim Byung-Kook, Professor of Korea University, will address how to broaden and deepen the foundations for the alliance and assess prospects for the Obama Administration's policy towards U.S.-ROK relations. Former U.S. Ambassador to Korea Thomas Hubbard will make a keynote speech on the Obama Administration and the Future of U.S.-ROK relations. Among the presenters are Scott Snyder, Director of the Center for U.S.-Korea Policy and Michael Finnegan, Senior Associate of the National Bureau of Asian Research.

The Center for U.S.-Korea Policy was recently established in the Washington, D.C. Office of The Asia Foundation under the direction of Scott Snyder to broaden the foundations for institutionalized cooperation between the United States and Republic of Korea. The Center seeks to broaden the agenda for bilateral policy discussions in Washington and challenge policy makers in Washington and Seoul to realize the full potential and range of cooperation between the two countries.

This conference, jointly hosted by The Asia Foundation and the Korean American Association, brought together experts from Northeast Asia, Southeast Asia, South Asia, and the United States to discuss means to foster greater understanding and dialogue between the United States and Asia.

The forum was a follow-up to The Asia Foundation¡¯s America¡¯s Role in Asia project that took place throughout 2008. The ARA project brought voices and recommendations from forty prominent Asian and American experts to the attention of U.S. leaders. The 2008 report of the project, "America¡¯s Role in Asia: Asian and American Views," examines critical bilateral and trans-national issues, providing policymakers with concrete recommendations on how to address challenges and opportunities in Asia ? from stability on the Korean peninsula, conflict in Afghanistan, and the global war on terror; to energy security, environmental degradation, and Asia¡¯s political and economic architecture, trade, and investment. It has been provided to the Obama administration and the U.S. Congress, and the Foundation will follow up to monitor consideration of the recommendations over the next several years.

Throughout 2008, The Asia Foundation and the Korean Development Institute of Public Policy and Management (KDI School) jointly planned and implemented the "Asia Development Partnership Program" aimed at supporting Korea¡¯s role as an aid-provider to developing countries in Asia. The program consisted of four projects: (1) Asian Development Fellowships in Asian developing countries, (2) Asian Development Study Trips for Koreans, (3) Korea Study Trips for Asians, and (4) International Conferences.

At the culmination of this program The Asia Foundation and KDI School organized a workshop at the UNESCO Conference Hall on December 10, 2008, to allow the Korean participants to share their experiences and lessons learned through the program. The workshop also was an opportunity to assess the activities organized throughout 2008 and to generate recommendations for the future of the program. The workshop was attended by representatives from the international development cooperation community, including government agencies, academia, and NGOs.

At this international workshop, jointly organized by The Asia Foundation and the Institute for Far Eastern Studies (IFES), experts from the United States, China, and Korea discussed the state of the North Korean economy and how it may affect the future of the Korean Peninsula and beyond. Presenters included Dr. Marcus Noland, Senior Fellow at the Peterson Institute of International Economics, Dr. Yuzhi Qiao, Director at the DPRK Economic and Cultural Research Insitute of Peking University, and Dr. Young-hoon Lee, economist at the Bank of Korea.

The Asia Foundation and The Friends of The Asia Foundation Korea held a reception in honor of Dr. Marcus Noland, Senior Fellow at the Peterson Institute for International Economics, at the Shilla Hotel on November 11, 2008. The reception was attended by over 100 distinguished guests including the members of the Friends of The Asia Foundation Korea and representatives of the political, business, academic, media, and diplomatic communities in Korea.

Dr. Marcus Noland presented his views for resolving the North Korea nuclear issue in the context of U.S.-Korea relations and discussed the impact that the U.S. presidential election results might have on U.S. policy toward the Korean Peninsula.

This study visit by environment experts from developing Asian countries was one of the activities under the "Asia Development Partnership Program" supported by KDI School. Six governmental and NGO environment experts from Mongolia, Vietnam, Laos and the Philippines participated in the one-week program. The focus was on addressing environmental concerns in the context of rapid economic growth with particular attention to clean water and waste management.

The group met with Korean counterparts in the Ministry of Environment, the Environmental Management Corporation, and with NGO environmental groups to learn about Korean policies, regulations and practices on environmental protection. They also visited infrastructure and industrial sites, including Sudokwon Landfill Site, Paldang reservoir, Yangjaecheon and Cheonggyecheon, to observe how environmental concerns have been taken into consideration.

The Asia Foundation organized a public policy forum on "Protecting the Environment and Enhancing Economic Growth: Practical Approaches in Asia" at Seoul Plaza Hotel on October 30, 2008. This forum was co-sponsored by the KDI School of Public Policy and Management, the Korea Business Council for Sustainable Development (KBCSD), and the Friends of The Asia Foundation Korea.

This policy forum brought together experts to discuss innovative approaches to addressing local and regional environmental threats such as water pollution, yellow dust, and waste from industrial and extractive industries. Factors underlying environmental problems were analyzed and best practices from around Asia were presented for discussion.

Afghanistan in 2008: A Survey of the Afghan People

On October 28, 2008, The Asia Foundation released findings from its fourth public opinion poll in Afghanistan, "Afghanistan in 2008: A Survey of the Afghan People" which covers the largest population sample ever surveyed at one time in all 34 of Afghanistan's provinces. The Asia Foundation has conducted four surveys, dating back to 2004, which collectively establish an accurate, long-term barometer of public opinion across the country to help assess the direction in which Afghanistan is moving in the post-Taliban era. The 2008 survey captures the Afghan public's perceptions of reconstruction, security, governance, and attitudes towards government and informal institutions, as well as poppy cultivation, the status of women, the role of Islam, and the impact of media. The fieldwork for the survey was conducted during June 12-July 2, 2008, when 543 Afghan men and women conducted in-person interviews with a multi-stage random sample of 6,593 Afghan citizens 18 years of age and older from different social, economic, and ethnic communities in rural and urban areas in all 34 provinces of Afghanistan.
