 Friends of The Asia Foundation in Korea will hold its Annual General Meeting and New Year's Reception in honor of former U.S. Ambassador to Korea Thomas Hubbard at the Seoul Plaza Hotel on February 17, 2009, beginning at 6:30 pm. The Asia Foundation Korea Office, together with the Foundation's newly established Center for U.S.-Korea Policy, will hold a public forum on "Prospects for Deepening the U.S.-ROK Alliance" at the Seoul Plaza Hotel on February 17, 2009. The forum, moderated by Kim Byung-Kook, Professor of Korea University, will address how to broaden and deepen the foundations for the alliance and assess prospects for the Obama Administration's policy towards U.S.-ROK relations. Former U.S. Ambassador to Korea Thomas Hubbard will make a keynote speech on the Obama Administration and the Future of U.S.-ROK relations. Among the presenters are Scott Snyder, Director of the Center for U.S.-Korea Policy and Michael Finnegan, Senior Associate of the National Bureau of Asian Research.
The Center for U.S.-Korea Policy was recently established in the Washington, D.C. Office of The Asia Foundation under the direction of Scott Snyder to broaden the foundations for institutionalized cooperation between the United States and Republic of Korea. The Center seeks to broaden the agenda for bilateral policy discussions in Washington and challenge policy makers in Washington and Seoul to realize the full potential and range of cooperation between the two countries.
아시아재단은 재단 산하 한미정책연구센터와 공동으로 오는 2월 17일 서울 프라자호텔에서 "한미동맹 강화를 위한 전망"을 주제로 정책포럼을 개최합니다. 김병국 고려대 교수의 사회로 진행될 본 포럼에서는 한미 양국 동맹의 토대 확대방안을 논의하고 오바마 행정부의 한미동맹 정책에 대해 전망해 볼 예정입니다. 토마스 허버드 전 주한미국대사가 기조연설을, 스캇 스나이더 한미정책연구센터 소장과 마이클 피네간 아시아연구원 선임연구원이 발표자로 나섭니다.
한미정책연구센터는 최근 아시아재단 워싱턴 D.C. 지부 산하에 설립된 연구기관으로 스캇 스나이더 아시아재단 선임연구원이 센터의 소장을 겸직하고 있습니다. 한미정책연구센터는 한미관계 관련 정책 논의주제를 확대하고 양국의 정책입안자들에게 협력 가능 범위를 환기시키는 것을 목표로 삼고 있습니다.

정책포럼 "아시아에서 미국의 역할: 차기 미 정부의 아시아 정책 제안"

 This conference, jointly hosted by The Asia Foundation and the Korean American Association, brought together experts from Northeast Asia, Southeast Asia, South Asia, and the United States to discuss means to foster greater understanding and dialogue between the United States and Asia.
The forum was a follow-up to The Asia Foundation’s America’s Role in Asia project that took place throughout 2008. The ARA project brought voices and recommendations from forty prominent Asian and American experts to the attention of U.S. leaders. The 2008 report of the project, "America’s Role in Asia: Asian and American Views," examines critical bilateral and trans-national issues, providing policymakers with concrete recommendations on how to address challenges and opportunities in Asia ? from stability on the Korean peninsula, conflict in Afghanistan, and the global war on terror; to energy security, environmental degradation, and Asia’s political and economic architecture, trade, and investment. It has been provided to the Obama administration and the U.S. Congress, and the Foundation will follow up to monitor consideration of the recommendations over the next several years.
아시아재단은 한미협회와 공동으로 지난 2008년 12월 16일 서울 신라호텔에서 "아시아에서 미국의 역할" 포럼을 개최하였습니다. 금번 포럼에서는 길정우 중앙M&B 대표의 사회로 한승주 전 주미한국대사, 롤랜드 엥(Roland Eng) 전 주미캄보디아대사, 라자 모한(C. Raja Mohan) 전 인도 국가안보자문위원, 칼 인더퍼스(Karl F. Inderfurth) 전 유엔 정치담당 미국특사가 각각 한반도•동북아, 동남아시아, 남아시아, 미국의 관점에서 차기 미 정부의 아시아 정책에 대해 제안하였습니다.
본 포럼은 아시아재단이 4년마다 미국의 대통령 선거에 맞춰 실시하는 "아시아에서 미국의 역할" 정책 보고서 발간 프로젝트의 일환으로 개최되었습니다. 2008년 프로젝트에는 아시아와 미국의 저명 정책전문가 40명이 참가해 한반도 안보, 아프가니스탄 분쟁, 대테러전, 에너지안보, 환경, 아시아 정치경제구조, 무역, 투자 등 다방면에서 문제점을 조사하고 그 해결을 위한 정책을 제안하였습니다. 본 보고서는 지난 2008년 9월 출간되어 미국 워싱턴 D.C.와 샌프란시스코에서 발표되었으며, 차기 오바마 행정부와 의회에도 제출되었습니다.

아시아 개발협력 증진을 위한 현지 경험 공유 워크숍

Throughout 2008, The Asia Foundation and the Korean Development Institute of Public Policy and Management (KDI School) jointly planned and implemented the "Asia Development Partnership Program" aimed at supporting Korea’s role as an aid-provider to developing countries in Asia. The program consisted of four projects: (1) Asian Development Fellowships in Asian developing countries, (2) Asian Development Study Trips for Koreans, (3) Korea Study Trips for Asians, and (4) International Conferences.
At the culmination of this program The Asia Foundation and KDI School organized a workshop at the UNESCO Conference Hall on December 10, 2008, to allow the Korean participants to share their experiences and lessons learned through the program. The workshop also was an opportunity to assess the activities organized throughout 2008 and to generate recommendations for the future of the program. The workshop was attended by representatives from the international development cooperation community, including government agencies, academia, and NGOs.
아시아재단과 KDI국제정책대학원은 2008년부터 "아시아 개발 동반자 프로그램"을 공동 실시, 이를 통해 한국의 효과적인 개도국 개발협력 사업 시행을 지원하고 해외원조 및 개발협력 수행 기관 실무자의 역량 강화를 지원하고 있습니다. 그 일환으로 (1) 아시아 개발 펠로우십, (2) 아시아 파견사업, (3) 한국 초청사업, (4) 개발협력 국제회의 등 총 4개의 세부 사업을 운영하고 있습니다.
본 사업의 참가자들로부터 각자의 개도국 개발협력사업 현장연수 경험과 이해를 공유하고 향후 사업의 개선방안을 모색하기 위해 아시아재단과 KDI대학원은 지난 2008년 12월 10일 유네스코한국위원회 대회의실에서 워크숍을 개최하였습니다. 본 워크숍에는 "아시아 개발 동반자 프로그램" 참가자 15명을 비롯해 KDI국제정책대학원의 정혜경 경제협력센터 실장, 한국국제협력단(KOICA) 최성호 정책기획실장, 지구촌나눔운동 김혜경 사무총장, 이화여자대학교 최병일 국제대학원장, 김은미 교수, 한국해외원조단체협의회(KCOC) 윤현봉 사무총장 등 개발협력 유관 기관 대표와 NGO활동가, 학생들이 참석하였습니다.

At this international workshop, jointly organized by The Asia Foundation and the Institute for Far Eastern Studies (IFES), experts from the United States, China, and Korea discussed the state of the North Korean economy and how it may affect the future of the Korean Peninsula and beyond. Presenters included Dr. Marcus Noland, Senior Fellow at the Peterson Institute of International Economics, Dr. Yuzhi Qiao, Director at the DPRK Economic and Cultural Research Insitute of Peking University, and Dr. Young-hoon Lee, economist at the Bank of Korea.
아시아재단은 경남대학교 극동문제연구소와 공동으로 정책포럼을 개최하고 미국, 중국, 한국의 한반도 경제문제 전문가들을 초청, 북한의 경제 상황이 한반도 및 국제 정세에 미칠 영향에 대해 논의하였습니다. 마커스 놀란드 미 국제경제연구소 선임연구원, 챠오 위즈 북경대학교 조선문화연구소 조선경제연구실 주임, 이영훈 한국은행 금융경제연구원 연구위원 등이 발표자로 참석하였습니다.

 The Asia Foundation and The Friends of The Asia Foundation Korea held a reception in honor of Dr. Marcus Noland, Senior Fellow at the Peterson Institute for International Economics, at the Shilla Hotel on November 11, 2008. The reception was attended by over 100 distinguished guests including the members of the Friends of The Asia Foundation Korea and representatives of the political, business, academic, media, and diplomatic communities in Korea.
Dr. Marcus Noland presented his views for resolving the North Korea nuclear issue in the context of U.S.-Korea relations and discussed the impact that the U.S. presidential election results might have on U.S. policy toward the Korean Peninsula.
아시아재단과 아시아재단우호협회는 지난 11월 11일 서울 신라호텔에서 마커스 놀랜드 피터슨세계경제연구소 선임연구원 초청 리셉션을 개최하였습니다.
정치, 경제, 외교, 언론, 학계 등 다양한 분야의 저명인사 100여 명이 참석한 본 리셉션에서 마커스 놀랜드 박사는 한미관계의 틀에서 북핵문제 해결 방안에 대해 의견을 제시하고 미국 대선의 결과가 미국의 한반도 정책에 미칠 영향에 대해서도 전망하였습니다.

아시아 개발협력 전문가 한국현장 연수 "환경과 개발"

This study visit by environment experts from developing Asian countries was one of the activities under the "Asia Development Partnership Program" supported by KDI School. Six governmental and NGO environment experts from Mongolia, Vietnam, Laos and the Philippines participated in the one-week program. The focus was on addressing environmental concerns in the context of rapid economic growth with particular attention to clean water and waste management.
The group met with Korean counterparts in the Ministry of Environment, the Environmental Management Corporation, and with NGO environmental groups to learn about Korean policies, regulations and practices on environmental protection. They also visited infrastructure and industrial sites, including Sudokwon Landfill Site, Paldang reservoir, Yangjaecheon and Cheonggyecheon, to observe how environmental concerns have been taken into consideration.
본 한국현장 연수 프로그램은 아시아재단과 KDI국제정책대학원이 공동 추진하는 "아시아 개발협력 증진을 위한 파트너십" 사업의 일환으로 개최되었습니다. 연수단은 몽골, 베트남, 필리핀, 라오스 등 아시아 개도국의 환경전문가 6명으로 구성되었으며, 1주일 간의 프로그램을 통해 수질오염 개선과 쓰레기 재활용에 초점을 맞춰 경제성장의 맥락에서 환경문제를 어떻게 다룰 것인가를 모색하였습니다.
연수단은 환경부, 환경관리공단, 환경 관련 NGO 등을 방문해 환경보호를 위한 한국의 정책, 법규, 관행 등에 대해 살펴 보았습니다. 또한 수도권 매립지, 팔당호, 양재천, 청계천 등 산업 및 사회기반시설 현장을 답사하였습니다.

국제정책포럼 "환경과 경제성장: 실용적 접근"

The Asia Foundation organized a public policy forum on "Protecting the Environment and Enhancing Economic Growth: Practical Approaches in Asia" at Seoul Plaza Hotel on October 30, 2008. This forum was co-sponsored by the KDI School of Public Policy and Management, the Korea Business Council for Sustainable Development (KBCSD), and the Friends of The Asia Foundation Korea.
This policy forum brought together experts to discuss innovative approaches to addressing local and regional environmental threats such as water pollution, yellow dust, and waste from industrial and extractive industries. Factors underlying environmental problems were analyzed and best practices from around Asia were presented for discussion.
아시아재단은 10월 30일 서울프라자호텔에서 "환경과 경제성장: 실용적 접근"을 주제로 정책포럼을 개최하였습니다.
본 포럼에서는 아시아 수질오염, 황사, 자원개발, 산업폐기물 등 환경 파괴와 개발, 빈곤 가의 연관성을 이해하고 경제성장에 도움이 되는 환경문제 해결 방안을 모색하였습니다. 우리나라와 미국, 중국, 베트남, 인도, 인도네시아 환경 전문가들이 참석해 환경 문제의 원인을 분석하고 이에 대처하기 위한 우수사례가 발표 되었습니다. 금번 포럼은 건강한 환경과 경제성장을 조화시켜 나가려는 정부, 기업, 시민사회 등에 실용적 정보를 제공하고자 기획되었습니다.

Afghanistan in 2008: A Survey of the Afghan People
2008 아프가니스탄 대국민 여론조사
 On October 28, 2008, The Asia Foundation released findings from its fourth public opinion poll in Afghanistan, "Afghanistan in 2008: A Survey of the Afghan People" which covers the largest population sample ever surveyed at one time in all 34 of Afghanistan's provinces. The Asia Foundation has conducted four surveys, dating back to 2004, which collectively establish an accurate, long-term barometer of public opinion across the country to help assess the direction in which Afghanistan is moving in the post-Taliban era. The 2008 survey captures the Afghan public's perceptions of reconstruction, security, governance, and attitudes towards government and informal institutions, as well as poppy cultivation, the status of women, the role of Islam, and the impact of media. The fieldwork for the survey was conducted during June 12-July 2, 2008, when 543 Afghan men and women conducted in-person interviews with a multi-stage random sample of 6,593 Afghan citizens 18 years of age and older from different social, economic, and ethnic communities in rural and urban areas in all 34 provinces of Afghanistan.
아시아재단은 2008년 10월 28일 ‘2007 아프가니스탄 대국민 여론조사’ 결과를 발표하였습니다. 2004년과 2006년, 2007년에 이어 네 번째 실시된 이번 여론조사는 아프가니스탄에서 실시된 단일 여론조사 중 최대 인구표본을 대상으로 전국 34개 주에서 동시에 실시되었습니다. 아시아재단이 지금까지 실시한 총 네 번의 여론조사를 통해 포스트 탈레반 시대를 맞아 아프가니스탄이 어느 방향으로 나아가고 있는 지에 대한 평가를 위해 정확하고 장기적인 측정지표를 제공하고 있습니다. 이번 2008 여론조사에서는 국가재건, 치안, 거버넌스, 정부 및 비공인기관에 대한 국민의 태도뿐 아니라 아편재배, 여성의 현실, 이슬람의 역할, 언론의 영향 등에 대한 인식을 조사하였습니다. 기초조사는 2008년 6월 12일부터 7월 2일까지 총 20 여 일간 543명의 조사자가 아프가니스탄 전국 18세 이상 성인남녀 6,593명을 대상으로 면접, 실시하였습니다.
