Relief and Rehabilitation for Burma and China

In the wake of the cyclone disaster in Burma and the devastating earthquake in Sichuan Province, China, Asia Foundation representatives in the region are working with the Foundation¡¯s broad on-the-ground network to support immediate and long-term relief to those directly affected. The Asia Foundation is working with its partner organization Give2Asia to channel funding from the public in North America and Asia to the most effective on-site programs. The Asia Foundation Partners with KDI School of Public Policy and Management
¾Æ½Ã¾ÆÀç´Ü- KDI±¹Á¦Á¤Ã¥´ëÇпø, ±¹Á¦°³¹ßÇù·Â ¿ª·®°­È­ °øµ¿»ç¾÷ ÃßÁø

The Asia Foundation and the Korean Development Institute of Public Policy and Management (KDI School) recently signed a Memorandum of Understanding on jointly implementing a program aimed at supporting Korea¡¯s role as an aid-provider to developing countries in Asia. The program consists of four projects: (1) Asian Development Fellowships in Asian developing countries, (2) Asian Development Study Trips, (3) Korea Study Trips for Asians, and (4) International Conferences. Through such activities the two organizations will contribute to enhancing the capacity of staff of Korean government agencies and NGOs to develop and implement effective development assistance programs, provide government and NGO representatives from developing Asian countries opportunities to study Korea¡¯s experience, and facilitate dialogue between Korea and other countries regarding strategies for addressing development needs.

The Asia Foundation will organize an on "Development Assistance in Areas of Conflict in Asia: Lessons from the Field" in Seoul on July 7, 2008. The conference will address the issue of providing development assistance in conflict areas in Asia, such as Afghanistan, Timor Leste, Sri Lanka, Nepal and southern Philippines. This conference will bring together international experts, Korean policy makers, as well as Korean and TAF managers of development projects to discuss the relationship between conflict and development and effective strategies for working in such environments. Under the new partnership between The Asia Foundation and KDI School to support international development cooperation, the first project, "Asian Development Study Trip" took place from May 11 to 17 in Mongolia. Through this study trip Korean participants, including staff of Korean NGOs and government development agencies, as well as KDI School advanced students, had an opportunity to learn the development situation and challenges in Mongolia, with a strong emphasis on environmental issues. The delegation visited development projects and government agencies and met with field officers and leading environmental and development experts to better understand how development cooperation projects can be well planned and implemented in Mongolia. The study visit was planned and facilitated in cooperation with The Asia Foundation¡¯s Mongolia Program Office.

2008 America¡¯s Role in Asia, Northeast Asia Workshop

The Asia Foundation recently convened three working groups in South, Southeast and Northeast Asia as part of the Foundation¡¯s "America¡¯s Role in Asia (ARA)" program for 2008. Held on a quadrennial cycle since 2000, the ARA program examines critical issues in U.S.-Asia relations through a series of high-level discussions across Asia and the United States.

The Northeast Asia Workshop was held in Seoul on March 12-14, 2008 and chaired by Ambassador Han Sung-Joo, Chairman of the Asan Institute for Policy Studies. Fifteen experts from Northeast Asian countries including Korea, China, Japan and Russia presented and discussed the security, economic and trade, and political and social issues surrounding U.S.-Northeast Asia relations.

The other two Asian regional working groups were chaired by Ambassador Tommy Koh, Chairman of the Institute of Policy Studies and Ambassador-at-large in Singapore (Southeast Asia) and Dr. C. Raja Mohan, Professor at Nanyang Technological University (South Asia).

These activities will culminate in published reports that provide American and Asian policymakers and business leaders with views and recommendations designed to address challenges and opportunities in the region. The recommendations generated out of the 2008 program will coincide with the upcoming presidential and congressional elections in the United States and will provide a unique perspective for reviewing U.S. policy toward Asia. Their findings will be presented to the Platform Committees of the Democrat and Republican parties just prior to their respective national conventions. The reports will be distributed widely in the U.S. and Asia in September 2008.

On March 20-21, The Asia Foundation and the Institute of East West Studies of Yonsei University co-hosted a major international conference in Seoul on the theme "Korea¡¯s Changing Roles in Southeast Asia: Expanding Influence and Relations." Support was provided by the Pacific Century Institute and the Korea Foundation.

This conference was the climax of a nine-month research project to examine comprehensively the expanding range of interests and relationships, public and private, between Korea and the countries of Southeast Asia and their institutional framework, ASEAN.

Fifteen presentations were made at the conference, including the keynote address by Dr. Surin Pitsuwan, Secretary General of ASEAN and a Trustee of The Asia Foundation. In his keynote speech, Dr. Surin proposed that Korea take the lead in strengthening the social and cultural ties in East Asia. The conference consists of five sessions: 1) Multilateral and Security Issues; 2) Economic and Commercial Ties; 3) Development Cooperation; 4) Human Interaction and Social Dimensions; and 5) Historical Legacies, Mutual Perceptions, and Future Relations. The papers presented at this conference are being edited under the leadership of David Steinberg, Professor at Georgetown University, and plans call for publication both in English and Korean by the end of this year.

In conjunction with the Southeast Asia conference, the Friends of The Asia Foundation in Korea, chaired by former Prime Minister Lee Hong-Koo, hosted a reception in honor of Dr. Surin, on March 20. Nine of the ten ambassadors to Korea from ASEAN countries as well as about 100 representatives from government, business, diplomatic and academic sectors attended the reception and Dr. Surin addressed the audience on the pending issues related to Korea and ASEAN and the development of their future relations.

From Thailand: Hundreds of Tsunami Survivors Receive Legal Identification
¾Æ½Ã¾ÆÀç´Ü ÁÖµµ ¾²³ª¹Ì Àαǹý·üÁö¿ø¼¾ÅÍ(T-LAC), ¾²³ª¹Ì ÇÇÇØÀÚ¿¡°Ô ½ÅºÐÁõ ¹ß±Þ ÀýÂ÷ µµ¿Í

In March 2006, The Asia Foundation established the Tsunami Legal and Rights Referral Center (T-LAC) to provide legal services to the poor and vulnerable survivors of the December 2004 tsunami. T-LAC offers a range of services, including free consultation on rights and legal issues, and payment of administrative costs related to legal proceedings.

The 2004 tsunami tragically illuminated the fragile condition of unregistered Thais living outside the system because they were also ineligible for government-issued relief benefits. When T- LAC became aware of this crisis, they were compelled to act. To prevent future gaps in services and inequitable distribution of government assistance, the Foundation provided free DNA testing in Ranong to anyone related to a Thai I.D. card holder. At these clinics, the Central Institute of Forensic Science administered the tests and then confirmed the results in a Bangkok laboratory. With confirmed DNA matches, the provincial government of Ranong was able to verify the applicant¡¯s blood relation and issue an I.D. card.

Through its wide- reaching outreach to remote areas and ongoing relationship with tsunami-affected communities, T-LAC learned of extensive legal issues facing Thais who were not physically harmed by the tsunami but were nonetheless struggling with significant changes as a result. These findings informed T-LAC¡¯s current priority area: to assist groups in obtaining legal identify so they may secure their rights.
